You’re exaggerating.

Many people do have agency over their first time trying a drug like heroin.

It’s also true that much of the opioid crisis is due to people initially getting prescribed opioids by a doctor and becoming addicted then turning to heroin or fentanyl when they couldn’t get scripts.

Either way, demonising addicts isn’t the way to help them.

Nor is enabling them of course.
