You would enjoy the book "The Radiance Sutras" by Lorin Roche. It's a poetic translation of the Vijnana Bhairava tantra from Hinduism, and it describes this exact thing. Shiva is "the one who is intimate with all beings" and says "I am not to be found at the end of a long road, I am right here". Because Shiva is universal consciousness.

Shiva is just another word to describe the divinity that you describe. But the book is very beautifully written and wise and I think you would enjoy it.
