I think this is where people get confused between "pedophilia" (the psychological state of attraction towards children) and "child molester/rapist".

It's possible to have feelings and thoughts of attraction towards kids and not act on them. I agree that people like that need to feel they can seek help from a therapist without being immediately branded as evil for thoughts.

Child molesters may or may not be pedophiles. Many of them are pedophiles. Some of them are not specifically attracted to kids but are more just sadists who get off on abuse and kids are easy victims.

So saying "not all pedophiles are sexual predators" is saying "not everyone with the attraction to children acts on it". Which is true. It's NOT saying "not all child molesters are sexual predators". Obviously they all are.
