I think it does depend on context.

My first kiss with my partner, he asked. The thing was though, it was OBVIOUS that I wanted to kiss him. He'd come to Australia to spend time with me and we'd fantasised together about what we wanted to do together.

We were walking back from the airport to the car, and while I really wanted to kiss him I wasn't sure when the right moment was.

So when we were seated in the car, he asked. And I was really glad he did, because it took away the awkwardness of me being less experienced, not knowing when was the right moment etc.

And once we kissed the first time, the floodgates were opened and we didn't need to ask again. :D
