I mean... I like the phrase "make love". And I like "making love". It's a different kind of sex than fucking. Both are great. Making love is more about intimacy, fucking is more focused on physical pleasure.

If my partner said "I want to make love to you" I would see it as an incredibly romantic statement and really like it. It isn't arousing in and of itself, but it's romantic, and I like romance.

I would assume however that what he is talking about is a certain kind of sex, perhaps more tantric, slow and sensual. If he said "I want to fuck you" I would assume he is talking about rough and wild sex.
