Exactly, bombing isn't a surgical strike, they literally could use more modern tools like drones with facial recognition technology to attack only Hamas for example. They supposedly know who they are since they have an intelligence service etc.

There's also satellites that now have tracking technology to be able to see where people go, so Israel should be able to locate exactly where Hamas is and if they're using human shields like they claim, then send in troops to bypass the innocent refugees and target the terrorists, instead of bombing refugee camps.

I'd also be surprised if the military of the US (and also Israel because the US sends arms to Israel) doesn't have even more sophisticated targeted weapons and algorithms than we even know about. But instead they're using the bluntest possible instrument.
