But should something that "could help" be mandated by the government?
Shouldn't government legislation require more than a "it might help, there's no proof that it doesn't help"?
Also the argument that people who don't wear masks are "harming" others - this is only true if they are actually infectious. Whereas mask mandates treat EVERYONE infectious or not, the same. And someone who isn't infectious, who doesn't wear a mask, is considered to be just as morally wrong, as someone who is infectious who doesn't wear a mask.
FYI I'm not an anti-masker on principle, I wear a mask wherever it's required by my government. Because it's the law but also because it "could help". At the same time, some of the mask mandates in my country are ridiculous. "If you're visiting the one friend that you're allowed to nominate in your singles bubble, make sure you wear the mask at all times inside their house". "If you go to the bottle shop, wear the mask but take it off to show your face when asked for ID" etc. Some states in my country also mandate masks whenever you go outside, even if you're walking completely alone outside at midnight and nobody else is around.
